Explanation of the Free Movement of Skills for CSME

Campfyah asked about it, so I've checked the CARICOM website, and here is the explanation.

Basically graduates of a recognized university are exempt from work permits and a permit of stay.

Where does one apply for the certificate, whats the cost, if any?

There is no cost. You apply in the country of residence.

but the country of residence must be a caricom state which is a part of this Act. So you wouldnt be able to apply in venezuela.
